Persistent store for the last-known placement response, mirroring OfferingsCacheRepo. The cached body is the raw PlacementsResponse JSON (the data payload), keyed by placement:{identifier} so it can be parsed back and re-resolved (bucket draw + variant selection) when the network is unavailable.
